"The legislature is primarily responsible for exercising the lawmaking power of the State (Ala. Government Manual, 6th ed., p. 41)." Article IV, Section 62 of the 1901 Constitution states, "No bill shall become a law until it shall have been referred to a standing committee of each house, acted upon by such committee in session, and returned therefrom..." This series consists of records of the Senate standing committees created during specific legislative sessions. Included in the files are a list of the bills referred to, the committee amendments and substitutes, the actions taken on each bill, and the roll call vote count for bills passed out of committee. In these files is information for the following committees: Finance and Taxation; Rules; Judiciary; Governmental Affairs; Agriculture, Conservation, and Forestry; Business and Labor Relations; Education; Health and Welfare; Banking and Insurance; Commerce, Transportation, and Utilities; and any other committees established by the senate.
